Victoria Johnson is a Vice President and global infrastructure executive with 20 years of experience in the architecture, design and engineering industry, leading a practice and diverse portfolio in major U.S. markets including New York, Los Angeles, San Francisco, Seattle and Atlanta.
Victoria is an accomplished global thought leader and speaker, providing infrastructure and economic development perspectives in Europe, Africa, the Middle East, Australia, New Zealand and South America on global imperatives including climate action, equity, social value, environmental social governance (ESG), sustainability and resilience.
Victoria serves in several expert and leadership roles, including the NCS Infrastructure Recovery Panel where she advised the Biden-Harris Administration and Congress on legislation and policies, including the $1.2T Bipartisan Infrastructure Law.
Victoria is a published author on best practices in people-centered infrastructure, including a congressional article on Capitol Hill, “Investing in People to Power our Infrastructure,” and a two-part feature in partnership with Harvard University Bloomberg Center for Cities and Data-Smart City Solutions titled, “Championing Equitable Infrastructure with Victoria Johnson.”
Victoria leads an established Equity Advisory Services Practice at HDR Engineering, Inc., providing management consulting expertise in Program/Project Management, Capital Improvement Planning, Strategic Planning and Economic Development in conjunction with large infrastructure programs.
She is an executive advisor and trusted partner to government officials in development of infrastructure plans, policies and programs to maximize investments via capital improvement, regulatory and large redevelopment programs in excess of $25B+.
Victoria’s clients consist of federal, state and municipal government agency C-suite leaders throughout the U.S. and internationally across sectors, including water, transportation, transit, aviation and energy.
Prior to joining HDR, Victoria served as Jacobs Engineering’s 1st Americas Practice Leader of Social Value and Equity, starting the firm’s inaugural equity services consulting practice in 2017. She is a proud native of Orange County, California and alumni of Purdue University in West Lafayette, Indiana.
